Submission Details
- Two (2) copies of the responses are to be in sealed envelopes or packages marked with the Respondent’s Name, Title and marked South Cariboo Recreation Centre Concession Operations or proposals can also be emailed to jdickerson@100milehouse.com.
- The Dev Corp reserves the right to cancel this Request for Proposal for any reason without any liability to any proponent or to waive irregularities at their own discretion.
- The Dev Corp reserves the right to reject any or all proposals and to accept the proposal deemed most favourable to the interests of the Dev Corp.
- The Dev Corp will not entertain any claims for costs related to the preparation and/or presentation of the proposals.
- The Dev Corp is NOT contractually bound to any matters until such time as the Dev Corp has negotiated a separate contract that is totally independent of the RFP process.
- The proposal must meet the requirements as stated in item 2 in the complete RFP document.
2. BACKGROUND
The 100 Mile House Development Corp. is seeking an operator for the concession within the lobby area of the South Cariboo Recreation Centre (SCRC).
The SCRC is owned by the Cariboo Regional District and operated under contract by the 100 Mile House Development Corp. The SCRC is presently home to three core not-for-profit sporting groups, including the 100 Mile House Wranglers Jr A team, 100 Mile & District Minor Hockey Association and the 100 Mile House and District Figure Skating Association.
The SCRC also hosts numerous out-of-town hockey groups with regular tournament bookings from September 2026 to April 2027. Adult hockey and other public programs also occur weekly. The ice rink operations run from late August until mid-April annually and then it is used for multiple dry floor events from April to the end of June.
The SCRC is located at 175 Wrangler Way, 100 Mile House, B.C. The 100 Mile House Curling Club is attached to the facility, with 2 softball fields to the west of the building.
3. PURPOSE OF RFP
The purpose of the RFP is to solicit proposals from qualified food and beverage contractors and not-for-profit groups who can provide food and beverage services for the SCRC.
4. PROPOSAL REQUIREMENTS - Proposals for the concession operations shall include:
• A brief business plan outlining the type of food and beverage services.
• Proposed hours of operation.
• Provide Food Safety certifications.
• Any additional concepts and ideas that add value to users and additional services that the facility could accommodate.
• Marketing concepts and ideas regarding food and beverage services that could be offered to existing facility users who are planning tournaments and events. Applicants are also required to submit:
• Proposed monthly rental rate. Based on the current ice season operations (late Mid-Aug – mid-April).
• Applicants are encouraged to contact the Manager of Recreation Services for a tour of the space before submitting a bid. All tours will be scheduled for July 27 and July 28, 2026.

About the Opportunity
The 100 Mile House Development Corp is looking for a seasonal casual (8 months) Part-Time Facilities Maintenance I - based in 100 Mile House, BC.
Reporting to the Manager of Recreation Services, the Facilities Maintenance is responsible for typical custodial/janitorial responsibilities, minor building & equipment repairs and maintenance, as well as ice maintenance responsibilities.
Key Responsibilities:- Checks and performs cleaning duties, including but not limited to: washrooms, change rooms, corridors, viewing areas and common areas. Empties and replaces garbage and recycling bags. Restock & replenish sanitary & janitorial supplies as required.
- Wash floors as scheduled, vacuum carpets, dust ledges etc., as required.
- Makes minor building repairs, replacing light bulbs, unplugging toilets and sinks, and any facility maintenance and renovations.
- Shovel snow from outside entrances and spread salt as required.
- Operate and maintain the arena, have daily contact with user groups, and ensure that scheduled events begin and end on time;
- Operate and maintain the ice maintenance and refrigeration equipment;
Required Knowledge, Abilities & Skills:
- Ability to safely perform physical demands related to the delivery of the requirements.
- The ability to perform minor building and equipment maintenance tasks.
- The ability to exercise courtesy and diplomacy in exchange of routine information with co-workers and members of the public.
- Necessary knowledge of janitorial practices including safe and proper handling of waxes, cleaners and other chemicals used.
- Knowledge of safe work practices related to equipment tools and work procedures.
Required Education, Training & Experience:
- Completion of Secondary school.
- Valid B.C. Driver’s License Minimum Class 5.
- Police Information Check (VS) is required.
Salary & Hours of Work:
Compensation based on skills and experience is an hourly rate of $21.00 - $23.00. This position can work up to 40 hours per week, including weekends and evenings.
